A recall a Police investigation on TV - looking into a suspects van that had a rear number plate in poor condition - it really slowed down reprimanding of the offender. With this in mind during MOT tests we are aware that enforcement cameras need to "read" number-plates. Any delaminated section of a plate or dirt comes up as a black portion on the image and hinders investigation. Sometimes the rules can seem petty but there is always a reason behind them. A bit like 30mph speed limits i guess - there for a reason.
