Work out the interest over the period and stuff them (DVLA) with an invoice just for the bu88eration and inconvenience, when they owed me back tax the IR sent the refund plus interest..
I agree, and if they don't pay threaten to take them to court. They would probably do nothing and fail to appear, which automatically means they lose and you can pass the problem to debt collectors.
Pointless, but satisfying if the media can be involved.....
