I think the EV drive train partner/developer went belly up
The Yellow EV was a Morgan skunk-works project Jon in about 2013/14 (from memory!) just to show what was possible and unusually, it did have a normal Plus 8 gearbox. You are right about the subsequent partner who was developing an EV version of the M3W going belly-up and they were also developing a carbon fibre M3W body too.
There was no “enormous grant” for the Yellow EV which was never destined to be a production model…
