Dear Crowbar, you are correct!
At least to the point of adjustment. The only thing that rotating item 11 does is control the relative position of the pedal. I found this out dealing with the same presentation of my clutch pedal. It is possible to do this on your back from under the car. It's a lot easier if can get it up in the air.
But I cannot remember if the link had to be lengthened or shortened? Equally, I know you'll find out as soon as you start to turn it. This is the only adjustment that exists in the clutch system.
