Flash forward to June 2013. As luck would not have it my April 1998 4/4 does not have the threaded holes in the scuttle bar and uses the long bolt and nut to secure the leather strap.
I tried gently pulling away the carpet above the position of the leather strap. It came away from the scuttle bar but seems to be firmly stuck in other places.
Is this the same position where you pulled the carpet away to get access to the nuts or did you cut a hole in the carpet which I would prefer not to do?
Any help greatly appreciated. Best, Lol

I pulled the carpet away from around the scuttle and then removed loose paint and applied new painr. The holes from the leather strap were fine to fit the new bolts.

Thanks for the reply.
I guess that I could try to pull some more of the carpet away. Do you have to expose a lot of the back of the scuttle? I guess that you would have to pull a lot of the carpet away as you have to get the replacement nut in place to thread it back on to the bolt?

I just fitted the pre-1997 doorcatches to my 1990 4/4 4-seater. I think they call it the Mk 2 catches, designed for the Morgans without the scuttle bar. It was quite simple to fit and it works very effective.
