If you've got bubbles under the paint, the only way to sort it is to have that panel resprayed, unfortunately. The rust will be working it's way from the inside out, and will eventually come through the paint. Best to get it sorted sooner rather than later, as it'll only get worse!
As for the paint rubbing on the leather, it depends if it's damaged the leather or not. If it's just marked, any good leather cleaner should able to sort it, but if it's worn through the top layer of leather, that bit may have to be re-dyed, or worse case, re-trimmed.
