The cowl on my 2013 M3W is stainless steel, have they changed the material ?

That’s the good news.
The cloud to the silver lining (or, more accurately, the rust to the chromed cowl) is that the front of the car is not looking quite like it should (picture below). The factory have kindly agreed that they will replace the cowl for free but there will be a wait of at least three months as they don’t have any bright work cowls in stock and won’t have for three months as the tooling that is used to produce them is worn and being replaced.

That's disappointing.
The cowl has always been advertised as stainless steel.

If that is the case then its low grade or very old stock.

Either way, it should not rust.

The cowl certainly used to be stainless. Having polished one myself I can understand why they might have switched to carbon steel with chrome plate for the "Bright Pack" but that rust looks horrendous, something has gone far wrong with the plating process.

Poor quality chrome plating will be the cause, but great news that MMC are providing a replacement under warrenty.

My April 2017 built M3W has a stainless cowl, as I just had its paint removed and polished. Stainless can rust if the chromium content is too low. I'll be sure to keep it waxed just in case mine has the same problem.

Oz, exactly the same cowl rust that I have on my new M3W purchased in October 2017. I've been given the same story about delays for replacement due to retooling.
The fact that it will be replaced under warranty is fine...but it begs major questions about quality control.
Ah well...
