22mm tolerance, no way. Maybe from one car to another but not side to side. Even farmer Jones could get closer than that. Yep, 22 side to side Believe me, I have been well down this path Incredible on such a small car. They told me it was consistent with the Range Rover......

Both my Mogs have been lop sided but only at the front
My 2000 4/4 was about 25mm lower on the front drivers side
It was visually noticeable if you looked hard enough
My current 2008 Mog is about 10-15mm lower on the drivers side and isn’t decernable at all
I only realised it was lopsided when I jacked it up at the front for the first time for a greasing a few weeks ago
Set the axel stands to the same height on a perfectly flat drive and the passenger side slipped under the lower front frame crossmember nicely but I had to jack the car up further to get the the driver side under which tells me it is probably a combination of things as it affects the frame
The extra weight of the steering column, pedals etc The fact that the car will be driven more frequently with just the driver and so will settle Don’t forget that there is also quite a lot of twist in a ladder chassis Springs on the drivers side will also settle Sliding pillar upper and lower rebound springs and dampers/shocks on the drivers side will compress or expand and settle differently depending on the weight and wear
I think it’s quite natural and I don’t know (if my assumptions above are correct) how it can be mitigated

Yet another off the wall thought! Perhaps the droop is not being caused by a weak spring on the offending side but an overly stiff spring on the opposite side? Unlike a coil spring the stiffness of a leaf spring is a product of the elasticity modulus of the steel ( which will never changes much) and the surface friction between the leaves which is dependent on several variable. So if the frictional/stiction characteristics between springs were different for whatever reason, lack of control during manufacturing or age related exercise with more load on one side, the two springs may end up having different rates/damping characteristics and the weaker displaying the greater range of movement, hence the droop at rest. So perhaps decreasing the stiffness with a penetrating lube on the high side only may be a trick that will lower the high side and raises the low side
PS- Getting the lube between the leafs is best done with the car jacked up and with the axle dangling to open up the leaves.
