Up until the late 1960's what you have described was the common 12 volt accessory socket before the adoption of the awful cigar lighter type. Series Land Rovers used them and described it as the inspection light socket. Matching plugs are available on eBay but require accurate spacing of dash mounted postive and negative terminals if they have been relocated. Note also they were permanently live and often unfused!
