Hi I am a new member with a new used 1963 Morgan Roaster +4 and trying to figure out my dashboard controls ,what are the Inspection Sockets used for and are my toggle switches in upside down down is on up is off .

Welcome to TM Igor. Up until the late 1960's what you have described was the common 12 volt accessory socket before the adoption of the awful cigar lighter type. Series Land Rovers used them and described it as the inspection light socket. Matching plugs are available on eBay but require accurate spacing of dash mounted postive and negative terminals if they have been relocated. Note also they were permanently live and often unfused! Down for on with toggle switches is the norm ...... in the UK!
Across the pond the convention is reversed and the OP will be used to 'up for on' .
Hopefully you at least have the steering wheel on the right side for US roads ... the switches can be just another Morgan quirk like the handbrake 😀
