Dave, is there a reason why you couldn't mastic the neoprene direct to the wing? I was considering using a bed of Hammerite underbody seal or, if that didn't have sufficient grab, general purpose silicone. The area of wing at risk of stone chipping is actually quite small but very vulnerable.
