Yes, but big diesels can be made quite clean.
It is the small versions for car use that run at relatively high revs and very high cylinder pressures that produce the high levels of NOx.

AddBlu systems work well to eliminate the NOx. VW chose not to use this, I understand, on all their diesel cars. Possibly because of cost and space issues. It would be interesting to know if the US versions had the system. Does anyone know?
