In my opinion I think it is confusing too, bearing in mind that all vehicles had to be fitted with reflective plates registered on or after 1 January 1973 and now they say vehicles up until 31 December 1974 can display black and silver ones even though they weren't legal at the time. Am I missing something? Logic at the DVLA?
