Got sent this by a UK friend that knows I'm interested in this whole debate. Don't think it's been posted here before so here goes, as just another contribution. Bit boring because academic. But in these days we need some "boring" stuff back to debates, we're all sick and tired of the "soundbyte" speeches nowadays politicians excel at.
