Just a thought but why don't you buy your mother in law and the elderly chap a good light rubber torch with a strap on it for their wrist. Pop it through the business it will only cost a couple of quid. They are sure to offer you your money back .
You've a point there Jack The Lad, they've recently replaced the sodium street light out side my mother in laws with some new LED thing. Its useless, it casts a beam of light on the about 4 ft in diameter and that's it
The old boy in the house next door is afraid to go out of his house because he can't see to safely use the pavement after dark because the lighting is so poor.
