As I understand it prototypes go through IVA (individual vehicle approval) in the same way a kit car could so that it can be made road legal for testing.

For instance checking on https://vehicleenquiry.service.gov.uk/ViewVehicle the yellow car VO14 LNE is road legal, registered and taxed as an electric vehicle with 0 tax rating.
