Bit of a grey area this. He wasn't using the touch screen to browse music or set a destination whilst driving but wanting to adjust his wipers which normally are done via.a stock. Tesla in their wisdom decided to remove stocks and bury it in the onboard computer/touch screen. I'm surprised that with all the EU laws out there that such basic controls are not mandated to be controls that can easily be adjusted without having to take your eye off the road.
As mentioned above, it's only a distraction if you allow it to be.
I'm a big fan of tech in the car but also mindful of when it's safe to use/adjust said tech.
