I've just registered an Historic Car a few weeks ago. It did have some import documentation dated 1991 (pre NOVA).
The process was painless and they didn't ask to view the car.
The V55/5 and accompanying notes don't give enough information regarding the attachments to submit. Hence my advice to send a dating certificate and relevant pictures.
