No that is not normal, it looks as though the spot welds on the bracket have failed.
This is exactly my thought. But as you see, if the spot welds have failed, they failed at the factory while mounting it, and the clown who saw it thought it will be Ok to mount it this way. I'm in real anger right now
This is not a design failure, but laziness and true irresponsibility from the guy who mounted that!
