The neighbour causes a dust problem. Why should you have to
a) put up with dust and possible noise with potential health issues?
b) spend your own money to deal with a problem HE created?
two courses of action.....
Speak to him and get a resolution that HE takes on board. Definitely the way to go. If he has any sense he will do the right things. He is on dodgy ground especially if a business. A hobby causing nuisance is still in need of resolving but a business opens up a can of worms.
If this fails then up the ante to Environmental Health/Planning at the council. This is an escalation with possible dispute declaration in the future ( house sale etc). It might also sour neighbourly relations and cause recriminations.

I just read your post again and the neighbours has said he will sort equipment for dust control. Make sure he does!
