I take it, then, if you saw someone breaking into a house, or stealing a car, or mugging someone, you wouldn't call the police. And who is the judge of what "no consequences" amounts to?
Simple. Your first examples are of serious crimes committed. As for your second sentence - was there an accident? Was anyone hurt? Or was it simply just the sort of stupid thing we all do at times and overwhelmingly get away with?
The problem is that reporting behaviour to plod involves personal judgement of who to report and in what circumstances. You see stupid behaviour all the time - drivers on the phone, wild overtakes, unsupervised kiddies on the pavement whilst mother talks on the phone. You might dismiss such events but others might not. And then of course there are offences like dropping litter. Paying in cash for a job "no vat"? The list goes on.
Anyway, I'm not posting to have an argument , not least because I havent seen the video. Simple expressing disquiet that before you know it you have the sort of stasi culture where people report their neighbours for behaviour they dont like.
