I had similar a few years back on my 2002 Plus8.
Bulb, fuse, wiring, switch all ok.
It was the module behind the dash. A small black box containing a pcb to control when the rear fogs would work, preventing leaving them on.
Linked to the headlights, so only on when using dip/ main beam. The pcb cancelled the fogs when headlights switched off, in essence a reset to off until reselected by the rear fog switch.
I opened mine up and the pcb was loose inside so re glued it with hot melt. Worked for a while but returned. Tried getting a replacement via dealer/factory but none available for my year/model. GRRRR. Tried Melvyn Rutter, sent photos as no part number on the unit. Factory order. After many weeks I contacted the factory...plenty of 1997 or earlier in stock but not suitable for my year (?).
I was about to buy a unit from Carbuildersolutions and sort out wiring it in but examined the circuits. Spotted a couple of iffy solder joints so re-soldered them Bingo! Been ok since.
