Based on the demographic of Leave voters in 2016, I imagine many are now dead.
37.5% of the then registered electorate voted Leave (72% of the electorate voted). Current polls indicate that only 28% do not think it was a mistake to leave.
Because a large chunk of the electorate does not bother or want to turn out, a true majority democratic mandate is rarely obtained in elections.
