The problem with chip tie ups and restrictions on access of other programmes to core PC software, is the exclusivity and reduction of competition in the market place for users, whilst tying up the market for themselves.

To this day I can never understand why (using different search engines) I have more success accessing Government websites with the wife's IPAD than with my Microsoft PC. Which had not used to be the case. Just an interesting observation.
