I think a direct debit has no associated amount. You're authorising the recipient to collect the amount they want.
A fixed amount order is called a standing order.
So you should be able to set up a direct debit with no reference to the amount and the DVLA will take the correct amount i.e. nothing.
That's my understanding of the sitch.
Could be wrong of course, I often seem to be.
