That's the US system. They even call them vanity plates which is more apt (said Alistair who has two!) You are even able to have some characters like heart symbols I believe.
I bet Jasper Carrot's version isn't allowed though
I put my cars old (original) UK registration on a personal plate in WA.
Always thought that was a nice touch.
