When I lived in Holland the plod didn't need a reason to stop & breath test you.
Two favorites were firstly to stop people coming off the Hoek van Holland overnight ferry and secondly mid morning on a Sunday.
We should have that in the UK.

Effectively it is the same here since the reason only need to be an officers opinion of your driving. But its all well and good posters taking an authoritarian attitude to all road offences but plod operate by consent of the law abiding majority and what might be seen as harassment doesnt generate good will. I guess thats one reason why you arent done for doing 31 in a 30 limit or 71 in a 70.
I believe our police get that balance right in the main . Maybe its different in Holland where the culture is far more Germanic and authoritarian.
