Do have a look on www.autoscout24.be; there are several Morgans for sale within your budget range.
I agree with Timothy: take your time & check the market. After all hunting is part of the fun.
€25K to €35K should be the market price range in Belgium for a 4/4 (which I recommend over a M3W if you intend to cruise around Europe, which you inevitably will want to do).
When inspecting second-hand Morgans, be sure to check the car's file: the fatter it is, the better.
I do recommend cars built after 1985, as the wooden car frame was treated against rot from then onwards. Of course, that is if you're not smitten by an often tempting 1960's car.
