The rules in Italy are relatively restrictive:

Official ENAC answer: "The aircraft are used for recreational purposes, can be flown during the day in direct visual contact to a maximum of 200 m (to have an idea a football field is about 100 m long) away and at a maximum height of 70 m (about a building of 15 floors) and then without using any automatic flight on routes out of sight of the pilot. These aircraft can be used in non-populated areas and therefore urban centers and public parks contained in them are excluded. You should also make sure that you are no closer than 5 km from an airport or in an area where it is explicitly prohibited to fly absolutely (eg. center of Rome). Flights in the ATZ and CTR airspace are also prohibited, this information can be found on the ENAV website (https://www.enav.it/)".
In addition drones in this class must be flown at a safe distance from persons not involved and may not be flown in national parks or nature reserves.

The EU is currently working on a form of unified regulation for drones (unmanned aircraft). The draft can be downloaded here.

This will mean that most pilots will have to have some sort of certification and the drones will have to be registered and identifiable.

How this is going to impact on the hundreds of thousands, if not millions, of drones already sold I have no idea.

As far as I can see some provisions for light drones and those flown by members of model aero clubs will remain under the regulation of the individual states.
