It is rather simple: people are stupid. Most of them are. Like sheep.
All you need are some barking dogs and you can direct sheep any direction you want..
Its not the sheep who are dangerous - but watch the few barking dogs! And sometimes it's difficult to work out which ones are actually the sheep....
