If you have a video editor that allows you to blur the car plates, it's OK to upload it again. But as long as the plates of the cars around are visible, being a video "accusing" another driver for incorrect driving, they don't allow you to keep it online as you / they can identify the cars / drivers.
You can upload a video showing the face of someone doing something wrong, but not a video in which a car can be identify with a visible plate number... Yes to the face of the idiot, no to his car's plate... That's how stupidly the laws are made.... probably during one of those work meetings where you "bring your own booze"...
