From the point of a standard, the vehicle measurements should be with a full tank of fuel, as this will impact the rear distances. It is easier and more accurate to have the tank full than empty, as empty on the gauge is not empty in the tank.
As per Richards drawing, the vehicle should be level and with all non standard vehicle weight removed.. ie. Bodies/Pets/Equipment/Spares etc. The fuel status etc should be noted on the drawing.
