Not the first time Clive that I have heard of French bureaucrasy at this level and it conflicts with them having an economy that is as prosperous as it is. Could it be that they just dont like anything "out of normal" and in particular non French? When we still had a boat building industry they used to treat Brisith boats in just the same way and effectively banned their sale in France.
