Interesting find Paul. I guess the pre-load on that tie rod should be minimal with car jacked up as the tension will increase as wheels take the cars weight.

GoMog advice here which relates mainly to ensuring the tie rod is not too slack. Useful comment: No advantage is to be had by significantly increasing the tension.
