The police would have to assess based on any video evidence, witness statements, ultimately a full crash investigation if serious injury/death.
The police would likely make sure both parties exchanged details for insurance and let them sort it. The Morgan driver is more at risk of further action if deemed necessary.
A basic police report would be logged . The police were not actual witnesses so it is victims/witnesses statements that count. Speed? How would you assess it? No speed cameras. Take it off the video? Not accurate enough.
