Interesting question... I don't expect out-of-state license "M" endorsement to ever be an issue. Other than CDL (commercial license), licenses are specific to each state. I suppose that if you were driving a vehicle licensed/plated in a state that requires an endorsement in that state, and you have a license from a different state without an endorsement, you could have a problem. It would be about the last thing I'd worry about however. I suspect helmet issues are far more likely to initiate an traffic stop out-of-state, but even in nutty states like NJ, where helmets are required on bikes, they are not required in "enclosed" vehicles like the M3W.
