In the States, this is classed as a motorcycle. There are differences. If it was a car each state would, and should, hook it up to an emissions tester. Motorcycles are different! Most yearly inspections, if required, only determine that all the lights work and that there is sufficient rubber on the tires to be legal. That's it! California may hook up bikes to emissions testers but no other state does.
