Possibly a silly question, but:

The survey in question is published by a Warranty firm who have a vested interest in driving their costs down. Could it be that they have skewed the data towards their costs rather than the number / severity of incidents in an attempt to make cars that cost them money less attractive to people who buy cars older than 3 years old?
