I've bought some heavy duty velcro (takes a 15kg load) and was thinking about securing the toolkit with that under the cowl thing. But then I thought what would I do with the cowl if I needed to get access to the tools and didn't have a nice soft blanket to put the cowl on. If I need to carry the blanket on board just in case that takes up as much space as the toolkit.
Simple solution to this one turn the toneau upside down and use that, just the right size. I've also got a John Taylor rain over which is held in place under the dash with a bungee which can be used for the same purpose

There is a car around with modified fixings for the cowl - I saw some pictures. Looked like a well engineered solution but they were rather large fixings and required drilling of both cowl and body.
This might be the car Charles did the Gumball in if so they are pins. I'm going to spend some time at the NEC at the classic in a few weeks and this is one of the things I want to look at.
