PDF forms can be created that have fields that can be filled in on your computer but often this type of form is not available. On my PC I us Nitro Reader which even in the slightly limited free version allows you to add text to any PDF forms and even "sign" them with your scanned signature.

I now complete all forms on the PC, save them with a name to indicate that it is the completed version, and send them off. I even scan forms that have been sent to me in the post, save them as a PDF, and then complete them on the PC using Nitro reader. To date I have not had anyone query the digital "signature" but the Sydney City Council recently would not accept an emailed or faxed form that they sent me.
