I read this as being top end limited, maybe i'm wrong ? It in my experience is not the high speed on 70 mph limit roads that causes RTCs but excess speed on low limit roads.I can see this not ending up well
I read this as limiting the speed to the limit on that stretch of the road through a combination of sign recognition and gps. My BMW misses about half the signs🙄. With an override in case of need...ie a hard push down of the throttle.
