Absolutely this. After a catalogue of egregious, embarrassing, and expensive errors that have given us the world's highest per capita death rate, the powers that be have learned some very hard lessons over the last year.

Doing the job so well is excellent work, and very impressive.
Figuring out how the job could be done so speedily and efficiently is if anything even more impressive.
Having the courage to place trust in people to do the first two is possibly the most impressive of all, given the natural tendency of politicians to think they know best.
