Ruut, taking another look I think that looks more and more like a lug pushed through a hole in the base part and then welded at the rear end to hold it. Looking from the front there appears to be a gap where the parts meet indicating a hole/slot that receives the other part. The weld at the back looks like a Mig/Tig weld rather than a spot weld. You can see the “puddle” effect where the filler wire was welded in. It would be difficult to spot weld due to the shape and thickness.
