The current rules in Italy are that you do not have to wear a mask in the open unless you are near other people (except someone who lives in the same house) or in a closed public space: office, shop, hotel, etc. You can remove the mask in a restaurant or bar provided you maintain social distance, and the service providers must sanitise tables etc

A quick search on Mr Google reveals many pictures of her socialising contrary to the rules.
I am of course jumping to the conclusion that the people in that image and the others on t’internet are not all part of her household

Unless I'm missing something, according to the Italian Ministry Of Health this household business doesn't apply to travellers.
