Is it just the cynic in me but although taxing the European consumer for the CO2 emitted in their name by foreign manufacturers sounds wonderfully ethical .... it also, conveniently, makes your competitor's products less (or even not) competetive against domestic producers .... another case of protectionism dressed up as virtue?? 🙂

Absolutely bang on, dressed up protectionism, they don't seem too ethical when it comes to trading with countries with poor human rights records etc. Also it would become a great source of revenue generation to fix the black hole in their budgets, more taxes levied, more inflation but with a nice ethical wraparound/justification for public consumption and probably get around World Trade objections.
