Is a Petersen really a kit car?

Most early chassis's were supplied to an originally independent coach builder such as Mulliner to have a body fitted according to the customer's requirements, which over time were often changed/adapted/updated...

Isn't Petersen merely carrying on that long standing tradition using a RR/Bentley chassis and running gear and putting a customer specified body on it?
