Reading the comments, it appears it is a way of circumventing US import restrictions.

This year/model Mog wasn't allowed to be sold in the US due to various regulations, so it was shipped over without an engine/transmission, and this was added by the dealer in the US. It is 'technically' classed as a component/kit car so is exempt from lots of regulations, and the 1965 Tribute is just the nomenclature given by the assembler.

In real terms, you're just buying a 2019 Plus4.
