It's a pity they didn't make him wear a seatbelt he might just be following the bag up the road otherwise being similarly untethered.
In some of the road sequences it is fitted with a trade plate (E3644, just visible at 0:14, but not at 0:17), but no plate on the beach. Would that make a difference ?
