In my experience one of the most efficient heating systems and use of energy already being produced was the old public hot water heat used in Warsaw back in the 70/80s. The big power plants on the outskirts of the city produced millions of gallons of super heated water, this was then piped into the city via huge ugly pipes. The apartment buildings tapped into the pipes and the radiators were nice and toasty, the downside (there is always a downside) was the Government decided when to turn the heat on and off as it was free. You could be freezing in Autumn and in a sweat box in Spring depending when winter and summer started.
