Neilda ... it's a reference to a passage in a Terry Pratchett book ..... poor guy has to buy cheap poor quality boots which wear out quickly and need replacing lots of times in the same time period that a rich guy's expensive good quality boots last ..... so boots end up costing the guy with less money more than the guy with lots.
